Overview
As the EMS program agency for southwestern New York, Southern Tier Health Care System (STHCS) oversees public access defibrillator (PAD) programs in Allegany, Cattaraugus and Chautauqua counties. We are required by the Southwestern Regional EMS Council and the New York State Department of Health Bureau of EMS and Trauma Systems to manage the PAD program, including notices of intent and collaborative agreements.
In an effort to streamline the process of updating all PAD sites in the three counties, we have received access to the National AED registry. Agencies can access this registry online for free, by going to: http://stems.nationalaedregistry.com/. The use of Google Chrome or Mozilla Firefox is recommended.

Collocation of Equipment
Across, NYS there has been a push to collocate Narcan and Bleeding Control Kits with AEDs.
Narcan (also known as Naloxone) is a medication that can reverse an overdose caused by an opiate drug. It gives those in danger of dying from an overdose the chance to get the treatment and services they need to survive. STHCS is able to provide organizations Narcan free of charge for those wishing to collocate a Narcan kit with their AED. If you are interested, please let us know.
Bleeding Control kits, which include tourniquets, hemostatic gauze dressing, trauma dressing, sanitary gloves and more, are available to enhance community capacity to respond to potential emergencies and thereby increase chances of survival by having bleeding control equipment. Bleeding Control kits are available for purchase for $63.99 each. It is recommended to put at least one kit with each AED.

After all your information is completed and submitted, you will be able to access all information on the STEMS registry.
Once all your information is inputted, you will be able to add “inspectors” to each AED so that a certain person is notified to check the batteries and pads of each device they are assigned to.

- AED battery and electrode date expiration email reminders
- Faster AED notifications from manufacturer and government agencies
Preparation
The following information should be gathered prior to the registration process:
- AED Coordinator Information (including email, phone number and address)
- Number of AEDs
- AED Training Course and date training was completed
- Number of Trained Individuals
- Medical Director/ECHP information
For each AED your organization has, you will need the following:
- AED Manufacturer
- AED Model
- AED Serial Number
- AED Location (addresses to be as precise as possible)
- AED Battery Model and Expiration Date (for each, if multiple)
- AED Electrode Information and Expiration Date (for each, if multiple)
- AED Installation Date
- AED Availability time frame
